Cuz you all pirate it. There was a fake leak on TPB of GTAV that loaded thousands of people computers with about 16GB of viruses, which proved that yall are pirates.
Yes consoles pirate as well, but no where near as much as PCs, because to mod a console, you have to change the hardware and shit, where as with PC, you just download it and go.
R* wont make much money on PC games, especially since it's an MMO now and not a standalone game.
