When earth's resources became limited, China and the US began a massive war. With Nuclear reactors being not only highly compact, but highly common place being in even automobiles, things quickly escalated. With Power Armor, Chimera Tanks, Stealth Camouflage and Laser and Plasma Weaponry on the battlefields, both sides grew desperate. In the year 2077, 9 months after the battle for Anchorage Alaska, China decided to launch nuclear weaponry, and the bombs fell, ravaging humanity world wide. Humankind only managed to survive in Vaults, high tech bunkers designed by Vault-Tec to keep humanity safe until it was safe to rebuild society.
But as mankind hid, new creatures surfaced. From Ghouls, the remnant of humans who were lucky enough, or perhaps unlucky enough, to only have their skin fall off from the radiation, to Radscorpions, Scorpions that grew to abnormal size, to the horrific devil of a beast, the Deathclaw. The wastelands that made up the remnants of society were a battleground for survival. Add that to the fact that many Vaults did more harm than good, and mankind is in bad shape.
The Current Year is 2263, and the remnants of the City of Denver are an ideal area to scavenge, settle, and perhaps even fight over. With a variety of organizations and gangs in the area, such as the Tech Hunters; the Brotherhood of Steel, to the roman inspired legion, Caesar's Legion, to the revived tribal raider gang, the Mighty Kahns, and the Propaganda Spreading organization, the Enclave, the stuck in the past new government regime, the NCR, along with many lesser factions. And of course, the various Vaults in the surrounding area, Vaults 27, 28, 29, 30, 31, and 32.

Fallout is admirably, a massive franchise. Even before Bethesda got a hold of it, it has a massive amount of side quests and paths to take. As such, at the bottom of this post will be a link to the Wiki as well as a list of recommended pages to investigate, but I will be explaining a number of things here. The first thing to discuss is Character Creation. The biggest thing to keep in mind are the SPECIAL Stats, which stand for Strength, Perception, Endurance, Charisma, Intelligence, Agility, and Luck. These stats will be used as a reference point for interaction between characters. For example, a character with higher luck than another will win games of chance, while a Character with a high agility, can outrun one with low agility. The second biggest thing are your Tag Skills, which will be determining your characters highest proficiency. As this is a Role Play, and not an RPG, we'll be working within textual limitations, not bothering with EXP, and instead, giving you more wiggle room with a total SPECIAL point of 40 SPECIAL points to spend, with a minimum requirement of 1 and a maximum of 10, and a total of 5 Tagged skills.
The Skills you may tag are:
Big Guns, which is skill with over-sized weaponry, such as Miniguns
Energy Weapons, which is skill with weapons that run of Batteries rather than Bullets.
Explosives, which is skill with Grenades, and mines
Small Guns, which is skill with Weapons that shoot bullets and fit easily in your hands
Lockpick, which is the ability to crack open locks with bobby pins
Medicine, which is the ability to properly administer medical treatment with medical tools or Stimpacks
Melee Weapons, which is skill with anything you swing at an enemy other than your fists
Repair, which is the ability to fix machines, and weaponry through the use of spare parts or salvaging broken ones
Science, which is skill with computers, robots, and chemicals
Sneak, which is the ability to stay undetected while lurking around or picking pockets
Survival, which is the ability to live off the land
and Unarmed, which is skill with your fists and whatever you wear on them.
Whichever 5 Skills you choose are your proficiency of choice. As there is no way to fairly level up in a Role Play, that feature from the games has been removed.
So Creating a character goes as thus
Name:
Gender:
Race (Human or Ghoul):
Age:
Affiliation (if any):
S:
P:
E:
C:
I:
A:
