It's available certain times of day, specific to the season, autumn I'm sure is evenings, you pay some money too, there are trainers aboard you can battle, but you can go on the deck and watch the view.

It's cool how they tell you how many trainers are on board and that they give a price if you beat them all! I just did it like 30 seconds ago. XD

The season changed in my Black last night, it's Winter now Yeah. I thought Deerling and Sawsbuck changed form though. They did not. The ones in the wild are now Winter-form but the ones I had in my PC did not change. Even when I took them out and battled with them.

Method: Deerling and its evolution Sawsbuck each have four different forms. These forms are dependant solely upon the season that is currently in play. As the Season is not controllable by you, you have no control over what form these Pokémon take. That said, if they are in the box at the time of the seasonal transition, they will keep their current form until the next change. The forms have no difference in learnsets or stats but are merely an aesthetic change to show off the new mechanic of the seasons.

They have to be in your party to change for some reason, I find it kind of odd too.
