Than this is impossible, as about 20 of the Pokemon in the Hoenn Dex must be traded to obtain, as most of them are version exclusives. National Dex is completely impossible with no one to trade with as 200 or more Pokemon must be traded as well. |

Then how did you fill the National Dex? Not all of the Pokemon were available in Hoenn, nor Kanto without a certain program. |

To complete Gen 3's national dex a person uses all the Gen 3 games, RSE, FRLG, C/XD and of course some mons need events...  it was a gen which was a good money making thing for nintendo since the mons were spread out xD and in gen 4 it's possible to get most mons on one games but it's just so screwy with some of the methods, it's just easier to use all of them xD |

I was referring to the E-Reader, you could use it to obtain a Houndour in FR/LG, it's the only way to get a Houndour without C/XD.
You can get Houndour in Emerald via the Safari Zone.  But yeah, there are a number of Pokemon that were neigh-impossible to get back then... |
